As per the education policy of the Singapore education system, school commences with kindergarten between the ages of four and six years. Compulsory education for six years is offered without school fees. Secondary education is available to students who qualify from the School after National Examination. The departments of primary education adopt the recommendations of the Primary Education Review and Implementation Committee accepted by the ministry of education. The literacy rate of residents in Singapore from 15 years of age and above is 96.3% while 89.6% of non-students in the country hold secondary diplomas of higher education. The total enrolment of students in Singapore secondary education was 249,660 students, while the number of students in Government and aided primary schools was 279,272 in 2008. With regard to higher education statistics 40,583 male and 34,179 female students were enrolled in polytechnic institutes of education while in first degree courses of the university statistics showed 26,535 female students showed greater enrolment than the male students at 26,036.
